Defining Health Care Reform

Governors
across the nation have identified the health care reform for
their citizens as a top priority.
Health care reform
and
health insurance
are
top issues in every state legislative agenda.
Governors from all states
have worked to adopt legislation and regulatory policy that
protect consumers both in the
health insurance sector and
the health services sector of health care.
Their concerns are focused to
ensure proper access to health care services, and promote
quality care.
States also ensure that
health insurance carriers remain fiscally
solvent, medical records are held in confidence, and
beneficiaries are protected from fraud and abuse.
States work to support a flexible
health insurance
market in which the provision of health insurance remain
equitable and the prices affordable for all citizens.
Governors have been leaders in developing purchasing
alliances for small businesses, high-risk pools for the
so-called "uninsurable," tax credits for businesses and
individuals, and health/medical savings accounts.
